Over the past 31 years Mark’s practice has encompassed all phases of beverage alcohol licensing, enforcement, and promotion evaluation. He has negotiated the purchase and sale of thousands of Pennsylvania liquor licenses and worked at the forefront of the PLCB’s push for modernization. Mark has served as an expert witness in Pennsylvania license evaluation cases and worked as advisory counsel in drafting revisions to the Pennsylvania Liquor Code.

He is an associate member of the National Conference of State Liquor Administrators and a member of the American Bar Association’s Section on Administrative Law and Regulatory Practice and the Alcoholic Beverages Practice Committee.
