| Robert J. O'Hara, III rj@flaherty-ohara.com Robert "R.J." O'Hara received his J.D., cum laude, from the University of Dayton in 1989 and his B.A. in English in 1985 from the same school. He served as the Articles Editor of the University of Dayton Law Review and is a member of the National Honors Society in History. He was admitted to the Pennsylvania Bar and the U.S. District Court for the Western District of Pennsylvania in 1989. He is an associate member of both, the National Conference of State Liquor Administrators and the National Association of Alcohol Beverage Administrators, as well as the Academy of Hospitality Industry Attorneys and Hospitality Lawyers.Com and has been an invited speaker at numerous national and regional conferences on alcohol-related topics. He is also a member of the Pennsylvania and American Bar Associations. Mr.
O'Hara provides general liquor licensing counsel, handles litigation, citations
and administrative hearings, and advises clients on complex national licensing
issues arising from mergers, acquisitions and corporate restructuring. He also
advises clients on the legality of national alcohol promotions and marketing and
compliance with state and federal liquor laws. Mr. O'Hara has also conducts seminars
for clients regarding liquor liability and related restaurant and alcohol management
issues, oversees employee integrity testing and employee compliance with employer
alcohol policies through the implementation of targeted secret shopper programs
and drafted liquor-oriented legislation. Mark
F. Flaherty He was admitted to the Pennsylvania Bar and the U.S. District Court for the Western District of Pennsylvania in 1986. He is a member of The National Conference of State Liquor Administrators as well as the Allegheny County, Pennsylvania, and American Bar Associations and is a member of the Association of Trial Lawyers of America. He is also a member of the American Bar Association's Section on Administrative Law and Regulatory Practice and the Alcoholic Beverages Practice Committees. He is a member of the Pennsylvania Restaurant Association and is a member of and has conducted liquor law seminars for the Western Pennsylvania Restaurant Association. He has also been a speaker on liquor law subjects before committees of the Pennsylvania House of Representatives, as well as various local governmental organizations. Mr. Flaherty's practice encompasses all phases of beverage alcohol licensing, enforcement and promotion evaluation. He has served as an expert witness in Pennsylvania license evaluation cases. He also has served as advisory counsel in drafting revisions to the Pennsylvania Liquor Code. Stanley
J. Wolowski He was admitted to the Pennsylvania Bar and the U.S. District Court for the Western District of Pennsylvania in 1980. He is a member of the Allegheny County and Pennsylvania Bar Associations. He began his legal career in Mercer County (PA) representing indigent defendants in criminal cases upon graduating in 1980. Four years later, he joined the Pittsburgh law firm of Rothman Gordon Foreman & Groudine as an associate in the litigation department. In 1988, he joined the Pennsylvania State Police Bureau of Liquor Control Enforcement as head of the Pittsburgh legal office. As lead prosecutor for western Pennsylvania, he prosecuted thousands of liquor code enforcement cases before Administrative Law Judges for the Liquor Control Board, courts of common pleas, the Pennsylvania Commonwealth Court, and the Pennsylvania Supreme Court. He also argued a liquor code enforcement matter before the United States Supreme Court. D. Fielding She was admitted to the Pennsylvania Bar and the U.S. District Court for the Western District of Pennsylvania in 1994. She is a member of the Allegheny County and Pennsylvania Bar Associations. Following her graduation from Duquesne University, she joined the Pittsburgh-based law firm of Buchanan Ingersoll as an associate in the Financial Institutions Section. Beginning in 1995, Ms. Fielding was Associate General Counsel with Interstate Hotels Corporation. While at Interstate, in addition to general corporate, hotel operations and in-house litigation matters, she handled all aspects of the company's liquor licensing for a multi-state portfolio of full-and limited-service hotels. Her responsibilities included the acquisition, transfer and renewal of liquor licenses, as well as marketing and compliance issues. Since joining Flaherty & O'Hara in 2002, Ms. Fielding has been handling all aspects of liquor licensing issues, and concentrating her efforts on national hotel and restaurant licensing, marketing and compliance matters. E. Kozar He was admitted to the Pennsylvania Bar and the U.S. District Court for the Western District of Pennsylvania in 1996. Mr. Kozar was also admitted to the U.S. Court of Appeals for the Third Circuit in 2001. He is a member of the Pennsylvania and Allegheny County Bar Associations. He is a member of the Technology and Rules Committees of the Allegheny County Bar Association. Following law school, Mr. Kozar joined the Pittsburgh-based law firm of Kirkpatrick & Lockhart as an associate in the litigation department, where he concentrated his practice on intellectual property litigation and counseling. In 2002 Mr. Kozar started his own practice, which included handling liquor licensing renewal and transfer matters. Since 2003 Mr. Kozar has been with Flaherty & O'Hara, P.C., handling all aspects of liquor licensing transactions. Candice
Roth She was admitted to the Pennsylvania Bar and the U.S. District Court for the Western District of Pennsylvania in 2004. She is a member of the Pennsylvania and Allegheny County Bar Associations. While in law school, Ms. Roth worked as a research assistant for the late Dean Emeritus W. Edward Sell and contributed as a writer for the Pennsylvania Keystone Lawyer’s Desk Library of Practice. Following law school, she joined the firm Sebring and Associates, concentrating her practice on real estate, estates and trusts, and corporate law. At Flaherty and O’Hara, P.C., Ms. Roth handles all aspects of liquor licensing transactions. |
